If you can make the fan run by turning the speed switch to position 5 (hi speed) and make the headlights work by switching them on manually, replace the ignition switch in the steering column to cure this problem. It sounds odd, but that's the fix. Own one, been there, fixed that.
They should turn on when you turn on the rear window defrost.
Most heated mirrors turn on along with the rear window defrost switch.
This can be caused by bad wiring, or bad fuses. This can also be caused by a draining battery, or an alternator that is not keeping charge.?æ
Replace turn sigal switch.

Check the rear ground wire. Make sure it's properly connected to the vehicle frame.
The compressor is coming on because you have the heater set to defrost. Take it off defrost and the compressor will not come on. I would suspect the compressor is locked up.
I have a friend having similar problems with his VW as well, including power windows cruise control and headlight /dashlights also. Havent looked at ti yet, but everything online points towards a bad ground.
The fan motor has failed and will need replaced.
there is a locking bar to side of headlight has a hook end, press down and pull, this will release headlight, also it ie held in with one plastic turn screw at rear of headlight,
It is integrated to the rear window defrost. When the one button is engaged, all three elements become energized.
