My son has a 97 sunfire with a 2.2 and the filter is on the backside of the motor closest to the firewall. It's a pain to get off and on. I would buy a end cap filter wrench. It makes life a lot easier to replace. It's very tight to get your arm in there so prepair to loose some skin!

oil filter is located on the engine block under the car. drain plug is located on the oil pan.
Near the rear of the vehicle up near the gas tank; RELIEVE FUEL PRESSURE FIRST BEFORE REMOVING THE FILTER!!!

The solenoid/starter motor assembly is installed on the lower part of the engine next to the transmission bellhousing
I was told by mechanic who was going to replace the cabin air filter that in fact, there isn't one in the 1999 Lumina. Hope this helps...
