On the 2004 Monte Carlo you may want to check with the dealer but I believe that this car was equipped with electronic steering assist and does not have a belt driven pump
It is serviced in the power steering reservior.jd

To remove the power steering pump from a 2002 Monte Carlo, start by disconnecting the negative battery cable for safety. Next, remove the serpentine belt by loosening the tensioner, then detach the power steering lines from the pump. Finally, unbolt the pump from its bracket and carefully lift it out of the engine bay. Be sure to check for any fluid leaks and clean up any spilled fluid afterward.
It should be on the driver Sid eof the ngine compartment towards the front about a foot down.
To replace the power steering pump on a 2003 Monte Carlo SS, start by disconnecting the negative battery cable and draining the power steering fluid. Remove the serpentine belt and then unbolt the pump from its mounting bracket. Disconnect the power steering hoses and electrical connector, then replace the old pump with the new one, reattaching the hoses and bolting it back in place. Finally, refill the power steering fluid, reconnect the battery, and bleed the system as necessary.
