It is inside of the gas tank. You will have to remove the tank to service the fuel pump.
From someone who has replaced 2 fuel pumps. The 1999 Tahoe needs a GM fuel pump. The after market fuel pumps don't work. Something about not pulling enough volume I think. After I replaced with the GM fuel pump, the car worked great.
