In the dash, behind the hazard flasher button, it's a major pain to get at it and replace. You need to remove dash components and/or the radio.
The combination flasher unit for the turn signals and hazard flashers is located to the left of the floor console behind the lower steering colum trim cover.

Under the center of the dash, in front of the console, mounted on the firewall. This one flasher controls the hazard lights and turn signals.
On a 1991 Pontiac Sunbird, the hazard flasher switch is typically located on the dashboard, near the center console. It is often a red button marked with a triangle symbol. You can easily activate the hazard lights by pressing this button. If you're having trouble locating it, refer to the vehicle's owner manual for a detailed diagram.
