There isn't a "heater valve" per se on the 88-98 model. The heater core is an active unit in that it has coolant flowing constantly when the engine is running. What GM did is put in a door that allows outside air in across the core into the cab. The acutator for this door is located behind the dash a little to the left and below the glove box. You can gain access to it by removing the handful of screws holding the glove box liner in. Watch the movement of the actuator when you adjust the temperature. If it does not move, it needs to be replaced. Most parts stores either carry or can get one.
