The PCM is located above the gas pedal mounted to the firewall under the steering column. I removed and installed mine by removing 3 nuts bolted to the firewall on the engine side of the firewall just above and behind the powersteering pump. Then pulled off the wiring harness plug and pulled the PCM out thru the engine area. It was a tight fit but it worked as I couldn't figure out how to pull it out from the inside of the vehicle under the dash.

The PCM, or EEC, would likely be under the dash on the left of the ashtray. At least that's how it is on my '90 F250.
