I don't know about on a navigator...but on my 05 Town Car the unit is behind the glove box. Unscrew the glove box screws and the box will pull out, revealing the control board behind it. Since manufacturers tend not to reinvent the wheel with each model, the Navigator >might< have it's in the same place. Hope that helps, good luck!
