The cd changer for a 1999 ford Expedition should be in the bottom of the center console. It has a pull out rack to change the cds.
According to the 1998 Ford Windstar Owner Guide : If it is equipped with the C/D changer : ( it is located in the center floor console )

On my 1995 Ford Explorer XLT the CD changer is in the center console , yours should be the same or possibly under the drivers seat
The 2001 Windstar had at 3 types of radio "head units" - the basic was just AM/FM, a mid-range with combined cassette / cd-player, and then the top-o-the-line 6 cd-changer unit. The changer was built right into the unit - no remote changer component as Ford had used in previous models. Check the Owners Manual starting right around page 50 for a round-up of radio unit information specific to the 2001 models.
According to the 1999 Ford Taurus Owner Guide : The six disc CD changer is : ( in the trunk , and if it is a wagon it's behind a panel on the passenger side of the cargo area )

The CD changer is located in a small box in the trunk. Some cars have the CD controller but not the CD changer. It was likely an expensive add on at the dealer.

We just got a 1999 windstar van ourselves, and we found the CD changer under the passenger seat. Look behind it and under.AnswerThere were 3 different radios offered - be sure to review the information in the Owners Manual to determine which one you have. It may not actually be the one with the built-in changer. See "Related Questions" below for more
See "Related Questions" below for questions relating to Windstar radios - possibly the one discussing the jammed cds(??)
