The flasher buitton is on the top center of the steering column behind the steering wheel
timing is computer controlled there is no way to advance or retard the timing without changing the chip in the computer
The fuel pump on a mercury cougar is in the fuel tank. You are going to have to remove the fuel tank, take the lock ring off of the tank, and then pull the pump assembly out.
