Both windows should be on 1 fuse so if only the driver`s side is not working than there is something wrong with either the switch or the motor and not the fuse.
Standard 10w-30 motor oil goes into a 92 Buick Skylark. It has a capacity of 4.5 quarts of oil for the four cylinder model.
It is located on the passenger side of the motor below the passenger side valve cover. You can follow the RED, positive, battery cable down to it as the cable should be connected to the stater motor.
Not 100% sure, but try starting the fan, open the hood and listen for it.

The oil pump is mounted to engine motor and is located to right front side (in this transverse mounted engine application). The replacement oil pump is Sealed Power #22443573.
The blower switch is the knob you turn on the heater control in the dashboard. If you are talking about the blower motor resistor, it is located in the passenger's foot well area, mounted in the heater box.
It's behind that gray colored housing on the firewall, right near the alternator.
I think it's one of those four relay switches right above the blower motor near the firewall. A service center at any GM dealer will be able to tell you for certain.
