It is not OBDII. The connecter is under the hood.
DLC = Diagnostic Link Connector (Commonly known as the OBDII connector) located under the dash on the driver's side.
The OBD II port connector is located to the left of the steering wheel, just beneath the dash panel.

A 1992 Jeep is obd 1, not 2. The connector is under the hood, near the battery.
The obdII connector should be on the drivers side of the dash, close to the kick panel. It may be slightly up behind the dash and hard to see.
