Under the hood, over top of the pass side strut tower.
It is under the hood on the passenger side, up over the strut tower in the firewall.
It is located on the passenger side firewall in the engine compartment, right next to the strut housing.
There are similar, but not the same.
It is in the fire wall, over top of the right strut tower, accessible under the hood.
when a blower motor only works on high, it is usually due to faulty resistor board. Should be located in the duct near the blower. the purpose of this is so the air blown by the blower keeps the resistors cool.

There is a fuse under the hood for the blower motor.

In a 2000 Dodge Stratus, the blower motor resistor is typically located under the dashboard on the passenger side, near the blower motor itself. You may need to remove the lower dash panel to access it. The resistor is often mounted to the HVAC housing and can be identified by its electrical connector and multiple terminals.
resistor for fan blower is in back of glove box, beside the blower itself.
If it has only high speed, the blower motor resistor has to be replaced to get all speeds back.
