There is no cabin air filter on an 03 Navigator
I would say NO ( I was looking at the 2001 Lincoln Navigator Owner Guide and it does not show anything about it having a cabin air filter )
http://www.autopartsource.com/catalog/7704.pdf I found a link with directions on how to replace the cabin filter on a Lincoln Navigator. It states it should take approximately 15 minutes to do the job. Pages 49-50 of this pdf file give directions along with drawings on replacing the filter for models 1998-2005 of the Lincoln Navigator.
No. The climate control seats do.
The cabin air filter in the 1998 Lincoln Mark is located behind the glove box. The glove box will need to be removed to get to the filter.

The cabin air filter on a 2009 Lincoln Town Car is located behind the glove compartment. To access it, you need to remove the glove compartment by detaching any screws and gently pulling it down. Once the glove compartment is out of the way, you can find the filter housing, allowing you to replace the cabin air filter.
Well, isn't that a happy little question! In a 1997 Lincoln Town Car, the cabin filter is typically located behind the glove compartment. You'll want to gently remove the glove compartment to access and replace the filter, just like painting a beautiful landscape, it's all about taking your time and enjoying the process.
