Your 1990 chevy has TBI fuel injection, open the hood, your air filter sits right on top of the motor (easy to spot), take the air filter completely off ( the housing & everything). next you should see two fuel injectors, they are attached to the TBI unit, (this is called the throttle body), if you look at the screws that hold the housing together on top there should be 8, if your standing facing the truck head on the fuel pressure regulator is inside of the housing directly behind the fuel injectors, if you take off those 8 little bolts, you'll get to it ( but make sure & be carefull, this is kind of a hasel to change, those 8 bolts have to be torqued to specification, something like 13 inch pounds, pick up a haynes manual, those specs should be in there.
