If it's carbureted - then it should be on the passenger side (ummm or Drivers Side lol) near the front of the engine block and have the fuel lines going to and from it. Fairly easy replacement.
If it's fuel injected - it's in the Gas Tank. Sorry about that :-( since if it's bad you have to drop the gas tank to replace it. Believe me it ain't fun. So, if you are mechanically inclined and have tools (including a floor jack to jack the tank down and back up) and don't mind spending the better part of a day doing it (you need to have the gas tank almost empty (at least that makes it easier) go for it. Otherwise it's dealer or local garage time.
Don't get me wrong, I have replace many in tank fuel pumps, it's just that it's a real pain to do in your garage or driveway. Also, while your in there (if you DIY), then make sure the wiring is good and replace the "sock" filter and replace the in-line fuel filter which is mounted on the drivers side frame rail. It would really suck if you put in a new pump just to find out that it was the wiring :-(

The fuel filter on a 95 Buick Regal should be located on the frame, probably on the drivers side in front of the fuel tank. It is an inline type and is easily replaced.
