Both tanks have there own fuel pump and sending unit located INSIDE of the tanks. If you have 2 tanks and think that the pumps are bad, check the schrader valve (best described as: piece on the fuel rail which looks like a tire valve) on the fual rail and make sure you aren't getting fuel(easy method is: have someone crank the key while you depress the plunger in the middle of the valve with a small screwdriver or pick. If it sprays fuel, pumps are working). If you are getting fuel and still have a NO START condition, it could be a pickup coil in the distributor. This coil tells the injectors when to fire and how much to inject; if it's no good you will get fuel to the rail but no injection, hence the no start scenario. Hope this helps.

On the 1987 Ford F150 with dual tanks the fuel filter mounted on the inside of the frame under the cab on the driver's side. Be sure you have the right tools to change the filter, and absolutely use eye protection. There will be fuel leakage, you do not want it in your eye.
