Where is the vacuum pump for the heater located in a 1995 Ford F-250 Diesel? Ihave already changed the thermostat and the antifreeze, checked the heater switch and still no heat! Help

I had a 1996 F-350 with the 7.3L Powerstroke, and I got 12mpg towing a 7000 pound trailer. That was mixed driving. When I was unhooked (which wasn't very often) I got about 16.5mpg mixed driving.
