It is not behind the panel it is up under the dash on the drivers side on the side wall it has a black cover over it and on the inside of the cover there should be spare fuses and a fuse puller tool
Its under the steering wheel on the left side
They are located in the fuse box on the kick panel to the left of the steering wheel behind the hood release lever. The lid is a snap off cover. Remove it and the fuses become visible
try looking on the left hand of the steering column clipped to the instrument panel below the fuse panel.
It should be located behind the left side of the dash panel in the passenger compartment.

Reset the fuel shutoff switch. Should be located in the rear somewhere.It IS located behind the passenger side kick panel.

I was told the fuse block was behind the kick panel on the passengers side of my 1993, however it is not, at least not on mine. Hope someone else knows. Find the access panel below and to the left of the steering column. almost true, the access panel is when you open the drivers door you will see a triangular part of the dash protruding from the door jam. there is a removable panel there and the fuse box is behind it.
It doesn't have a power steering pump. The system is electric, and the motor is located behind the lower knee panel attached to the steering column.
