The fuse for the lighter, and the other power socket in the front of the van is located in the right (passenger) side of the van, at the edge of the dashboard. You will have to open the right side front door and remove the plastic cover to get to the fuse.
I have provided a link that shows the location of the fuse and its location. I believe it is fuse number 17.
