In your power distribution box in your engine compartment ( Ford states to disconnect your battery cables before servicing anything in the PD BOX , which means your Explorer will have to relearn its idle , the clock and pre-set radio stations will have to be reset etc , and unfortunately it seems like a lot of people end up with some kind of problem after they disconnect ) It is fuse # 3 - a 30 amp mini-fuse - located between the 2 rows of maxi-fuses , and Ford refers to it as the heated backlight fuse

The temperature control module for a 1997 Ford explorer is the unit that controls all of the heat and ac functions. If it is not operating properly, then the heat ac and defrost will work improperly or not at all.
Push the rear window defrost button , located with your heater controls , that also heats your exterior mirrors

On my 1995 Ford Explorer when the defrost position is selected , and the temperature knob is set in the red area to get heated air to defrost the windshield , the A/C compressor will cycle on and off to help dehumidify the air, but the compressor ONLY cycles on and off in the DEFROST POSITION ( sorry if I'm misinterpretting your question )
Check the blend door under the dash on the F150. Check the vacuum system as well. The vacuum controls the blend door and controls the heat as well as air from the defrost.
If defrost is on it could be your compressor going bad. See what happens when you leave off defrost or disconnect your compressor. It only controls defrost and air conditioning. I had the same problem
According to the owner's manual, in the power distribution box in the engine compartment , there is a 30 amp cartridge fuse in location # 4 that is for the rear defrost. Also, on the top side of the fuse panel located under the dash on the driver's side, there is a relay for the rear defrost in location # 2. The manual states "see the dealer for service of relay box"
The defrost function simply directs air over the inside of you windshield. It's temperature is controlled by the temperature dial on your environmental controls.
