The Blower Motor Fan is situated inside a housing, which is behind the glove box.
You need a simple 7 mm socket to take out the 5 or 6 bolts holding the glove box, disconnect the power connection to the glove compartment light, then you will see the cylinder-shaped housing for the blower motor right in front of you.
The Resistor is located on top of the housing, which seems to be inaccessible from the "front" or passenger side.
This part is where I am stuck... but at least I know roughly where it is!!!

The heater fan is behind the glovebox. If you remove the glovebox and look up from underneath, you'll see the blower motor. It is held on by three screws. In front of it the blower motor resistor, which also sometimes goes bad.

If a heater fan is not working on a Toyota RAV4, the problem might be with the blower motor resistor. The blower motor resistor is either on the firewall next to the heater motor or in the dash on the passenger side above the heater core.
You have to replace the fan resistor pack. Open the glove compartment and lower the door, look in back on the firewall. Remove the two screws and the connector, pull out the resistor pack - replace it.
