horn relays are usually located within the engine compartment. they look nothing like a fuse but may be seated right nest to a 10 or amp fuse. they are .5inch X .5inch square. Usually if u look at the engin compartment fuse box cover it will tell u what each fuse/relay does, just like a box of chocolates.
More than likely a stuck horn relay.
