Well, if you have the LX, it all lites up on start up, then it will only show if something goes wrong. Reg. model, same place, just not electronic.
I was looking at the drawings of the instrument panel ( gauge cluster ) in the 1997 Ford Crown Victoria Owner Guide and it doesn't have a factory tachometer

To change the instrument panel light bulb on a 1989 Ford Crown Victoria, first disconnect the negative battery terminal to ensure safety.
