There are 2 Cooling Fan Relays (one Low speed and one High speed relay). They are located under the hood, against the firewall, under a big plastic cover. They are side by side at the very end of the row of relays nearest the driver side . You might want to check the actual Radiator Cooling Fan Temperature Sensor/Switch mounted in the intake manifold water port right underneath the Throttle Body. You will see wires going to it.
If you have the A/C turned on the cooling fan will run continuously which is normal. If that is not the case then the thermal relay may be stuck shut.

The 1991 Oldsmobile Cutlass cooling fan relay switch can be found attached to the right side of the radiator housing. The cooling fan relay switch should be labeled as such.

In a 1991 Buick Park Avenue, the compressor relay is activated by the air conditioning system's control module when the A/C is turned on. This sends a signal to energize the relay, allowing power to flow to the compressor clutch. Additionally, the relay may be influenced by various sensors that monitor system pressures and temperatures to ensure safe operation. If any of these components fail, the relay may not activate, preventing the compressor from running.
The Buick Park Avenue nameplate was first used in 1977 on a model of Buick Electra, but did not exist as a standalone model until 1991, when it replaced the Electra.
