follow the upper radiator hose back to the engine, and you will find the thermostat housing which is held onto the cylinder head by 2 bolts. The T-stat is located uder the t-stat housing.

Could it be a thermostat stuck in the open position? It is the only thing I can think of, if not, then a faulty sending unit or guage.
