Look down between the air cleaner and washer fluid reservoir; the two A/C valves are just below the back corner of the battery. At least they are on my '92 Gran Prix.

Freon is no longer sold and available for use in vehicles, as it is extremely toxic and bad for the ozone layer. However, if you buy the currently available and used refrigerant for your car, you open the A/C valve and put it in there.
The PCV valve is located under the MAP sensor on a 1990 Pontiac Grand Prix. The MAP sensor is in the upper plenum.
