It depends on what type of engine it is; but according to my research, most of the caravan engines show that the water pump is located on the side of the engine, requiring the removal of the drivebelt pulleys and timing belt components to access. Get a Haynes Repair manual, it goes in-depth on location and removal procedures.
The fuel pump is in the tank
On my 91 it is under the van on the inside of the frame
Go to www.autozone.com and look under specifications, belt routing. On a 1989 Dodge Grand Caravan, the diagram is on the side of the engine where the S-belt is located.
On a 91 it is inside the gas tank, probably on the 89 too.
