Find a local Pick-'N-Pull (used to be U-Wrench-It) -- where you take parts off the vehicles they have and pay a very reduced price for those parts -- and go. It will cost you a buck or two to get onto the lot. The vents you're referring to simply pop out of the dash, so they're easy to remove/replace. Each will cost less than $5.
To remove the air vents on a 2004 Pontiac Grand Am GT, a person will have to pry them out with a screwdriver. Apply gentle pressure between the vent and the dash.

If the car had traction control, it should turn on everytime you turn the car on. Then there is a switch you can press to turn it off. The location of the switch is dependent on the model year, 99-02 its in the center near the air vents
Smoke, Mist or Fog will come out of your A/C vents on hot, humid days. The reason for this normal phenomenom is the cold, dry air coming from your A/C vents is lower than the dewpoint of the interior cabin. Basically what this means is that cold, dry air is mixing with hot, humid air and causing the smoke. This is similar to when you open your freezer door and see the fog coming from the freezer. This is a normal condition and will eventually dissipate once the temperatures in the interior cabin and the A/C vents start to balance out. One way to quickly balance the temperature out is to keep the A/C system on recirculated intake air. Hope this answers your question.
