If a tornado is approaching and you are in a car abandon the vehicle and seek shelter is a sturdy building. If no shelter is available lie in a ditch or culvert.
Get out and hide in a nearby ditch deep enough so you can hide in it.

Usually - yes. If you're caught out in the open and a tornado is approaching... the safest place to shelter is underneath the overpass - as high up the sloping bank as possible.
You either drive as fast and carefully away from the tornado, or if there is a tornado shelter nearby, hide in it. Don't go under a bridge or overpass since these act as windtunnels.
If the tornado is close and approaching you, leave the vehicle for some sort of shelter, preferably underground. If you cannot get inside, lie in a ditch or depression in the ground.
The Basement
If the tornado is in a distance, try to get out of the path by driving perpendicular or diagonal to its path. Do not attempt to outrun it. If the tornado is approaching and there is any doubt about your ability to get out of the way, get out of the gar and take cover in a ditch or depression.
Doppler radar can detect the signature of a tornado from a distance.
I would not inform the public about an approaching tornado with the internet and phone messages. I would not because usually if there is a tornado coming you lose power in the phone and internet lines as a tornado can go into the power critic. hope that helps.
People have to rush to their basements and hide when the tornado comes. If people are outside, they need to immediately go to the nearby building and hide.
If you see a tornado approaching your house head to your basement immediately and crouch down in a corner facing the wall. If you do not have a basement go to a room in the center part of your house on the lowest floor.
