There are 2 fram filters PH3675 & DG3675
DG Filters add Polytetrafluoroethylene or Poly(tetrafluoroethylene) or PTFE or Teflon.
Remember, PTFE in oil additives is a suspended solid. Now think about why you have an oil filter on your engine. To remove suspended solids, right? Right. Therefore it would seem to follow that if your oil filter is doing its job, it will collect as much of the PTFE as possible, as quickly as possible. This can result in a clogged oil filter and decreased oil pressure throughout your engine.
Remember Wix is the Official Oil Filter of NASCAR.

First off I would not recommend any Fram filter for any car. They are poor quality filters. Purolator, Wix, & Bosch, are what I recommend. But saying that the correct Fram filter for your 1998 Civic is PH3593A and the PH4386 is not the correct filter.
Try the Fram PH 5 Filter,Ive all so used the ph30 filter.

You don't. Fram makes an inferior filter. Use a quality filter such as Purolator, Wix, or AC/Delco, if you want that engine to last.
