You'll find your answer (Number 23 for cig lighter or 28 for the power plug) on pages 139-141.
When all else fails, RTFM...
Fuse # 23 is a 20 amp fuse for the Data Link Connector and cigarette lighter
The fuse for the cigarette lighter on a 2011 Ford E350 is typically located in the fuse panel under the dashboard on the driver's side. To access it, remove the cover of the fuse panel, which is generally found near the steering column. Look for a fuse labeled "CIG" or "Lighter" in the diagram on the panel cover. If the fuse is blown, replacing it should restore power to the cigarette lighter.
It is in the 3rd row over &The 5th one down in the fuse box under the dashboard.
Wow, that question got edited pretty horribly. I meant to ask why is it that Fuse # 3 has no power at the fuse box? Also all accessory circuits have no power, except cigarette lighter.

The backup light switch on a 2003 E350 van is located on the column under the dash, just inside the firewall. The neutral safety and reverse lights are both controlled by one switch.
not sure what number what you could try taking out the fuses one by one and checking if your lighter works each time, it'll take a little longer but if your not sure where its at then that's probbally the fasted. There is a diagram in the owners manual (page 125 for fuses, page 129 for relays). Check out http://vehicleownersmanuals.blogspot.com/ to download it for free. ========================================================= If it's the same as the ( 1996 ) Ford E-350 ( which also has 18 numbered slots ) Fuse # 10 is a 25 amp fuse for the cigarette lighter , power amplifier , and rear power outlet
