According to theOwners Manual, ABS systems are covered by:
1995-1998 - "L" in the engine compartment power distribution box
1999-2003 fuse / relay numbers 101 and 102 in the engine compartment power distribution box

It is important to know where the fuses and relays are in a vehicle. The ABS relay in a 99 Ford Windstar is located in a fuse box under the hood.

The 2000 Ford Windstar ABS relay switch is located on the firewall in the engine compartment. The relay switch will be on the passenger side of the engine compartment.

There is a fuse for almost every electrical part on the car. To disable the ABS system on this vehicle, the person needs to pull the ABS fuse or relay. On the diagram it will be labeled as ABS.
From what I know your abs is what has the traction control built in, your abs controls your master cylinder, so if you are having a traction control problem you are going to want to replace your abs box not your master.
Anti lock ( antiskid ) braking system
Something has gone wrong with the Antilock Brake System . It could be a fuse , a sensor , or some other problem As long as the red " BRAKE " light is not on in your dash you still have " normal " braking * in my case , the ABS warning light suddenly came on and the first ABS fuse that I checked was not installed all the way . I touched the fuse with my finger , heard a click , and the ABS warning light went out ( I don't know how that could have happened to the fuse ! )
