What type of pump is it?
If it is a metering pump, it's likely you have to provide a pressure sustaining valve on the discharge side to stop the siphoning effect.
If it is a centrifugal pump, the pump may provide more head than required. This would make the pump curve too high. The high flow rate at this head would cause damage to the pump, so it may be the case the pump has some kind of safety shut off. Throttling produces more frictional losses, pushing the system curve higher. The flow rate at this level is healthy.

A foot valve, in relation to a water well, is a check valve at he bottom of a well to keep the water from running back into the well from the pump when the pump is not running. If the check valve does not hold the water the pump will lose it's prime and will not pump water.

Hard to say on that one. I would guess, depending on how you're able to keep the vehicle running until it warms up, that there is likely an Idle Air Control problem or Coolant Temp Sensor problem. This is assuming that you have to keep the throttle partially depressed in order to keep it running. The best thing to do is to bring it in somewhere you trust and have it looked at because that information will have to be scanned and properly interpreted. Good luck.
