On the 2002 Ford Explorer - 4 door - # 62 in the power distribution box in the engine compartment is a 30 amp circuit breaker for delayed accessory The delayed accessory feature allows you to use the power windows after the Explorer is shut off and the key is removed for a short period of time or until any door is opened ( I'm sure it does other things )

I have a 92 blazer and there isn't a power distribution box in the engine compartment. You may have to check power comming to the fuse box itself. The are probably a couple of slots labeled "batt" or "battery" check those with a volt meter. If you used the little kit you get at Wal-Mart, chain auto stores, etc., all you are checking is the fuse is good -- not if power is getting to it. Take it to a qualified mechanic and check for a parasitic draw (or key off draw)
The fuel pump relay is most likely stuck. Depending on the year it may be under the driver's seat ('86 to'90) or around the passenger side shock tower ('91 to '93) or in the power distribution box on the driver's side fender apron ('94 and newer).
