First of all: Pigeon toe is = to Toe in, where the front of the tires are closer together than the back of the tires.

Now, this is an adjustable front end variable, in front wheel drive cars, the normal setting is a bit toed out (with the front of the wheels more separated then the back of the tires). In rear wheel drive cars the normal setting is with Toe in (the front of the tires are closer together than the back of the tires). Now this is not visible, My advice is to checkl your tires for wear on the outside of the tread, if this is the case you can have it corrected at an alignment shop. If you want to do it yourself, it is possible, but if you do not own the hardware (pretty specialized, big and expensive), it will be an extremly hard job involving long rulers, strings and a laser level (it is not really worth the trouble).
