There can be a couple of reasons for this.A leak in the system that has allowed some of the refrigerent to escape will result in low pressures within the system.the low side pressure sensor can be kicking out the compressor. There is also a high side pressure sensor and if the pressure on the condensor side hits above say 350 psi it will kick out the compressor also in order to protect itself from self destruction.A/c is based on the idea of pass ing a high pressure gas through a small hole.When this happens it expands rapidly and absorbs a lot of heat in the process.that's why you felel cold air when you turn on the fan. Anything that hinders this process results in a lack of heat absorption and you get warm a/c.

Look to see if the compressor is running when the ac is on. If not, then check the Freon pressure, as the compressor won't run if the Freon is low.
Your compressor is not working. Through evaporation compressors cool the evaporator coil and the fan blows air across it. So if the fan is blowing hot air the compressor is not cooling the coil. But check to see if the dial inside the fridge is turned to "more cold" , that turns the compressor on.
You should have your system serviced. It sounds like your compressor is bad. Mine was doing the same thing and I found out it was a burnt up compressor.
