Your blower switch sensor is out. Replace it!Then all the speeds will work

replace the BLOWER MOTOR RESISTER....YOU CAN FIND IT INSIDE THE CAR UNDER THE PASSENGER SIDE FRONT DASHBOARD.

I just spent $425 to replace everything south of the catalytic converter...I think this was a bit high, but I did not have the time or energy to shop around for prices... I just had to replace the entire exhaust on my 1997 Maxima, south of the engine - pipes and cat converter, and it set me back around 1500.
The blower motor speed resistor is probably burned out.

The Blower Motor Resistor Pack is defective. Replace it.
More than likely the blower motor speed resistor burned out.
A bad blower resistor will not make a vibrating noise by itself. Carefully remove the blower resistor (under the dash at the passenger side right foot area.) check to see that it is not hitting the fan. PS a bad blower resistor usually means that the blower will only operate at high speed. Usually a small fusible link on the resistor ceramic opens. Can be replaced with a small link of unmelted solder.
