You have a leak in the cooling system. It could be from a number of sources such as, radiator, radiator hoses, heater core, heater hoses, water pump, intake manifold gaskets, head gaskets, cracked heads and probably a few more. Have the cooling system pressure tested to determine where it is leaking from and don't wait.
it is filled in the overflow tank. the cougar has a sealed system and there is no radiator cap like typical cares
The 1999 Chrysler Sebring has an overflow bottle on the passenger side. The bottle has markings on the side to show low and high coolant marks.

I'm guessing that it has a closed radiator, so one would use the overflow basin to add liquids. Otherwise one would use the radiator cap..
Oil does not overflow into the oil. If antifreeze is present in the oil, you either have a cracked head or a blown head gasket. This allows the antifreeze to get into the oil passages and is extremely serious. Stop driving this vehicle immediately. Otherwise you will ruin this engine. The heads will have to be removed and checked for cracks or warping. New head gaskets will have to be installed. Very expensive repair. If you have to travel over a couple of miles to get it repaired, change the oil and filter before taking it in for repair.
A 1999 Toyota Camry does not require a specific antifreeze. Any brand name or non brand name antifreeze can be used in the 1999 Camry.
