Normally the overdrive is allowed , so the overdrive OFF light does not light up When the overdrive is switched off , the overdrive OFF light will light up to let you know that the overdrive has been switched off

According to the 2003 Ford Expedition owners manual : If your Overdrive Off light is flashing : " have your vehicle serviced as soon as possible otherwise damage to your transmission can occur " ( it might just be a sensor )

The overdrive off light will flash in your gauge cluster when a malfunction has been detected by the powertrain control module
The overdrive is "ON" when the light is "OFF". Notice the light for the overdrive has a slash through it.
On a 1997 Ford Expedition : It may not shift into overdrive until you are travelling around 50 MPH (80 Km/H) and you will see the RPM on the tachometer drop. * If the overdrive has been SWITCHED OFF using the switch on the end of the gearshift lever, then OFF will light up near the end of the gearshift lever.
If the overdrive's off light is on that means it's off. If it is off then the overdrive is on.
The O/D OFF light will show in your gauge cluster if the button on the end of your gear selector lever ( P R N D etc. ) has been pushed . Push the button again or shut off the Expedition and the next time it is started , the overdrive is normally allowed and the O/D OFF light does not show . If the O/D OFF light is flashing , that indicates that a malfunction has been detected
