"SHORT" is the optimum word here. Somewhere along the line the power wire has rubbed bare and is touching metal. Maybe inside the door or where it runs from the Explorer body into the door. Either that or the switch itself has devoloped a "dead short". You'll have to follow the wires from the fusebox to the switch. Maybe will have to pull the door panel off. Don't waste anymore fuses until you locate the problem. Make up a jumper wire from the positive side of the battery and you can touch the switch where the power comes in to see if the switch works or not. Unhook the power lead first. If the switch works the problem is in the wiring. With the switch unhooked, put a new fuse in and see if it blows. Open and close the door several times. If the fuse blows the problem is in the wiring. If not it's in the switch.
