I'd think 98 MPH in a truck is plenty....but to answer your question, just about every computer controlled car since the late 80s has been governed from the factory. It is in the programming. The reason sited most of the time is safety.....most passenger car tires are only rated around 105 mph. Some of the high performance cars that were equipped from the factory with Z rated tires have a much higher governed limit.

I use a scan tool after repairing the cause of the code.
My 04 Silverado is a 2500HD and it is equipped with a class IV hitch.
springs in the front, shackles in the back
in the fuse box
36mm
It's located in the rear of the transmission.
I own a 04 cavalier also and everytime it Max out at 108 MPH
check the owners manual or the easiest way is to go to your local autozone and use their scanner tool to reset the light
