Why does your 2002 Dodge Intrepid climate controls only work on high?

the resistor is blown. It is located on the passenger side under the dash just follow the wires from the blower motor back to it. If your climate system is manual the resistor is pretty cheap. If its the auto climate control it can get pretty expensive.
