why does the fans not work when car is running (on the 1999 Montana car)
most likely a blown fuse or worst case the fan is no good. to the original question on why the air is cold at idle than warm during acceleration most likely low coolant is causing this

Low Coolant Probably caused by a blown head gasket.
I had the same problem with my Montana until I had the head gasket replaced. It started the way you described for about a year and kept getting worse and worse over time. The worst part of it was that it began becoming noticeable at about 40,000 miles and I didn't have the head gasket replaced until about 67,000.
Good luck and have it checked for a head gasket leak.
it has a partially clogged heater core.replace the heater core

Poor circulation probably due to a restricted (plugged up) heater core.
The heating system doesn't get heat until the car warms up and the thermostat opens.
I own a 1997 Ford Contour and there was a recall a few years ago on the heater blower and resistor. Check out the recalls on the car.
most likely it's a bad thermostat, or your vents not working properly.
If the coolant level is okay, I would suspect a restricted heater core. Try flushing the heater core.

The heater does not blow air because it emits infrared rays that have heat molecules within them, thus releasing heat, not blowing it. A heater does not blow air becasue there is no moving air source within the heater. The heater emits infrered rays that cause heat to slowly flow out of the heater.
