Check that you have fire at the sparkplug...can do this by holding sparkplug wire with screwdrive placed into holder and held close to motor block or remove plug and lay on block with good ground. No amount of gas or starter fluid will ignite if you don't have spark...............

If you mean why is an engine difficult to start after it has been sitting for a while, there are various reasons. There may be a carburetor problem or some other sort of gas line problem.

There's possibly several things going on. Change the sparkplugs, clean the carburetor with some carb cleaner. You'll have to take off the airfilter. Try starting the car. If it will not start pour high octane fuel into the carburetor. This will bypass the fuel pump. If it starts smooth you'll need to replace the fuel pump.
