The battery runs a fan that pushes air through the residual engine heat in the heater radiator into the car.
Because the car needs all the power it can get to start so you heater and maybe radio cut out for a few seconds.
When the engine is turned off, the car heater can still work by using the remaining heat stored in the engine and circulating it through the car's heating system. This allows the heater to continue providing warmth inside the car even when the engine is not running.
well for one is your keyed turned all the way off. But i would say you probably have a short in you wiring somewhere. But try turning off the heater while the car is running then shut your car off.

They stay on cause they runnin off the battery. there should be a car headlights switch somewhere by your spedometer stuff...
