There are two switches operated by the brake pedal. Both have to work for the cruise to work. One is for the brake lights the other is the switch that lets you take the car out of park. Both switches are normally closed. The easy way to check the park switch is to try to shift out of park without having your foot on the brake pedal, if it shifts out of park this switch is bad. Be careful the car will move.
Also check to see if the Cruise Control connector is still connected. That is inside the steering column and is about a 9/16 socket to remove depending on the year of the car, and the number of machine bolts. On a 97 there are 3 I think, I just pulled mine off around Christmas to replace my heater core.
Although the easiest thing is to check to see if the fuse is blown in the car.

My 08 GMC Sierra has Active Fuel Management, and it does work while using cruise control.
