Probably a fuse. Fuses are on the left leg panel, under a "door cover" that looks like an ash tray. Also, there's fuses under the hood, back by the firewall.

Cruise control vacuum reservoir
It could be a bad horn fuse. I think it's a 15 amp fuse. It could also be a problem with the cruise control module. Does the cruise control work (assuming you have a CC)?

It may be one of the front wheels, as I had one replaced a few years ago.
under the dash, look up on the left (driver's side) of the steering column. It will have a brown connector plugged into it. If you have cruise control, the cruise control box is covering it up. Remove the bolts (10mm socket) in the cruise control box and you will expose the "PGM-FI Relay". You will need a 10mm deep socket to remove the nut holding the relay in place.
Ford did not make a focus wagon in the U.S. in 2009. I believe the last year was 2006, or 2007.
diesel
Not available for 2009. Look forward to the next few years for Ford to bring a hatchback and a wagon model for both Focus and FIESTA!
