I just took my 64 impala steering wheel apart.Pop the center cap off and un screw the mounted screws but be careful not to let it all fall apart.Carefully examine the parts and order in which everything is installed.I have a 3 prong screw cover and behind that is a round thin metal plate and a switch behind thatthere is a plastic spacer that keeps the contact from touching.If you have all of the parts then check to see if they are clean and in correct order.If it's not that then you could have an electrical problem else where.Hope this helped?.
