Dash lights and tail lights are on the same fuse.
To replace the dash lights in a 1989 Oldsmobile 88 Royale, first disconnect the negative battery cable to ensure safety. Remove the dash panel by unscrewing it and carefully prying it off. Locate the bulb sockets behind the dash, twist them counterclockwise to remove, and replace the old bulbs with new ones. Reassemble the dash panel and reconnect the battery before testing the new lights.
A warning light on the dash would illuminate.

remove the lowest part of the dash panel ( the one under the steering wheel) there are 2 units under the radio consol they are both silver one is fro the turn signals the other is for the emergency lights
Probably the Tail light fuse is blown. You also lose dash lights when this fuse blows also.
